On June 13th, 2025, the "15th International Kid’s Education Expo" (short as: Kids Expo China 2025) was held at the Poly World Trade Expo Center in Pazhou, Guangzhou, hosted by the Preschool Education Professional Committee of the Guangdong Private Education Association, the Guangdong Teachers Continuing Education Society, the Guangdong Early Education Research Institute, co-organized by more than 20 famous kindergarten principals and teachers' studios in Guangdong, and relevant early education, childcare, and preschool education associations and institutions in other provinces and cities as well, and undertaken by Guangzhou AUCH Exhibition Services Co., Ltd.

The exhibition brought together more than 100 invited guests to share their insights and practical achievements, along with more than 300 brands, and tens of thousands of varieties (categories) of projects. Our fair has been iteratively upgraded, integrating "brand display + public welfare forum + kindergarten observation". It is an annual industry gathering for preschool education in Southern China and even the whole country, and also the first choice for early childhood educators to visit, purchase, learn and grow.
 

 
On the first day, early childhood educators from all over the country gathered in Guangzhou. Let’s take a look.

As the first national industry event after the implementation of the "Preschool Education Law of the People's Republic of China" (implemented on June 1st, 2025), this exhibition focuses on "education actions based on the "Preschool Education Law"" and brings together more than 10,000 practitioners including government representatives, experts and scholars, principals and teachers, and industry leaders to jointly explore practical paths for high-quality development of preschool education in the era of the rule of law.

The Conference Opened with A Focus on Reshaping the Preschool Education Ecosystem Through Law

Mr. CHU Zhaohui, researcher at the Chinese Academy of Educational Sciences, vice president of the Chinese Local Education History Research Association and chairman of the School History Branch; Mrs. YE Pingzhi, professor and doctoral supervisor at Guangzhou University and director of the Preschool Education Reform and Development Research Center of the School of Education; Mr. WU Qinping, executive vice president of the Guangdong Private Education Association and chairman of the Preschool Education Professional Committee; Mr. CAO Zhongping, professor at Hunan Normal University and president of the Hunan Early Education Research Association; Mr. WU Xiangping, head of the Preschool Education Subject at Hubei Second Normal University and director of the Hubei Preschool Education Research Center, were all among those who attended the opening ceremony. Other leaders and guests attending the event included Mr. ZHANG Keqin, the head of the Science and Technology Innovation Education Alliance; Mrs. LU Jinjin, senior associate professor and doctoral supervisor at the School of Future Education of Xi'an Jiaotong-Liverpool University; Mr. WANG Guoping, honorary chairman of the Preschool Working Committee of Henan Private Education Association and vice president of Henan Private Education Research Institute; Mr. QIU Zipei, secretary-general of the Preschool Education Professional Committee of Chengdu Tao Xingzhi Research Association; Mrs. WANG Yingning, executive deputy director of Jiangxi Private Preschool Education Professional Committee; Mr. LI Wei, secretary-general of the Preschool Education Professional Committee of Guangzhou Youth Writers Association; Mrs. LIANG Yanqing, chairman of Ruixing Preschool Education Group, and Mr. JIANG Jianwen, chairman of Guangdong Childhood Home Industrial Co., Ltd.
 

Mr. JIANG Jianwen, chairman of Guangdong Childhood Home Industrial Co., Ltd., as a representative of the exhibitors, said in his speech at the opening ceremony: This conference was guided by "public welfare", supported by "industry", and focused on "education actions based on the Preschool Education Law", which came in time and could have far-reaching significance. It not only built a high-end platform for the collision of ideas, exchange of experiences, and display of achievements, but also gathered the tremendous power of whole society to care about, support, and promote the development of early childhood education.

Mr. WU Qinping, executive vice president of Guangdong Private Education Association and chairman of the Preschool Education Professional Committee, spoke in his speech as the representative of the organizing unit: With legislation, we must strive to break the impasse.

He said in his speech: “Today, we stand at a historical milestone. The implementation of the "Preschool Education Law of the People's Republic of China" not only clearly defines preschool education as "the cornerstone of the national education system" and "an undeniable social welfare undertaking", but also uses 85 legal provisions to set up the bottom line and significance of our actions. When the noise of policies has subsided, preschool education in the era of rule of law does not want those decorative reforms, what it wants instead is a self-revolution with the blade turned inward.”
 

The direction of the law indicates reconstruction of ecology in preschool education with the rule of law.

Mr. WU said: “The core value of this law, which has been brewing for many years, lies in three "complete subversions": subverting the logic of resource allocation, subverting the quality evaluation system, and subverting the bottom line of safety supervision. The vitality of the law lies in its implementation. When some regions are still using the old rhetoric of "adding allowances for public kindergartens" to deal with legal requirements, and when some institutions still beautify "unlicensed" teachers as "cost control", we have to be vigilant: the implementation of the rule of law urgently requires an industry self-cleansing. Because the ultimate test of our actions is not the beautiful reporting materials, but the children's shining eyes by the sand pool, the scraped knees in outdoor adventures, and the free exploration time that cannot be standardized and evaluated but nourishes a lifetime. All of these are the true nature of education that the legislation wants to protect.”

On Keynote Forum, Experts Shared Their Views on Legislation and How to Break the Impasse

Mr. CHU Zhaohui, researcher at the Chinese Academy of Educational Sciences, vice president of the China Local Education History and Records Research Association, and chairman of the School History and Records Branch, shared a keynote report on "Challenges and Responses in the Implementation of the Preschool Education Law."

Professor CHU explained from the legislative purpose that universal access must be based on fairness, ensuring that children from poor families, even if they cannot enter public kindergartens, have the right and are able to enjoy the financial education funds they deserve, and enjoy fair, universal and quality preschool education.

In terms of cost sharing for universal preschool education, we must adhere to fairness and justice, make good use of limited financial funds for preschool education, and support universal private kindergartens in the same way as public kindergartens in terms of planning, investment, resource allocation, teacher development and supervision. As for creating a healthy ecology for preschool education, we must first ensure sufficient resource supply and allow moderate competition among multiple entities, so as to improve quality and efficiency and meet the diverse needs of preschool education.
 

Professor CHU mentioned: “Inclusive universal education is the real universal education. To implement the universal education goal of the Preschool Education Law, it is necessary to transform exclusive universal education into inclusive universal education in the process of implementation and promotion, and improve and perfect the current universal education policy of preschool education with the concept of inclusive universal education. The key lies in clarifying that the government is the subject of universal education responsibility, ensuring that the recipients of universal education enjoy equal financial funds, realizing co-construction, co-governance and sharing by multiple subjects, and establishing a benign preschool education ecology with dynamic balance and moderate competition.”
 

Professor YE Pingzhi, director of the Preschool Education Reform and Development Research Center of the School of Education of Guangzhou University and doctoral supervisor, gave a keynote speech on "Good Childhood Education under Legal Protection" from four dimensions: what is good childhood education, international comparison of good childhood education, legal protection of good childhood education, and good childhood education under the new situation.

Professor YE said: “The ultimate goal of "good education" is to enable every child to become the best version of themselves in a suitable environment, and learn to get along with others and the world in a kind way. This process requires the joint efforts of legal protection (such as the norms of the "Preschool Education Law"), professional support (such as scientific childcare practices) and social consensus. The "Preschool Education Law" transforms the basic principles of preschool education into quality standards for kindergarten education practices that are legally authoritative and mandatory, which will ensure the scientific and professional nature of kindergarten education, help improve the overall level of kindergarten management and the quality of childcare education, and truly achieve good education for children.”

The government shoulders the responsibility with its strong arms, kindergartens ignite enthusiasm with their smart vitality, and families build a harbor with endless love, so that every child can be firmly supported in the initial journey of life and sail towards a future of light and hope.

Theme Forum, Hundreds of Experts Took Part, 100+ Guests Draw a Roadmap for “Knowing and Applying the Law”

Preschool education is the foundation of national education, and the implementation of the law requires the wisdom and actions of every practitioner.

The Kids Expo China 2025 was themed "Educational Action Based on the ‘Preschool Education Law’" and invited more than 100 guest speakers to exchange policy views, scholars' views, and principals' views on teaching in accordance with the law, building comprehensive support for participants from "knowing the law" to "implementing the law."

On the first day of the exhibition, five halls were used for sessions focusing on five core themes for in-depth sharing and communication: differentiated competition and characteristic development of kindergartens, kindergarten management and quality assessment, children's physical development, quality improvement of preschool education and curriculum innovation, and the concept of games in the "Preschool Education Law". These sessions provided participants with a variety of learning contents, helped preschool education practitioners analyze industry trends, transform the requirements of new law into educational practice, and promote high-quality development of preschool education.
