Theme Forum | Kindergarten Management and Quality Assessment Seminar
The Kids Expo China 2025, with the theme of "Educational Action Based on the ‘Preschool Education Law’", invited more than 100 guest speakers to exchange views of policy, scholars, and principals on teaching in accordance with the law, and to build comprehensive support for participants changing from "knowing the law" to "implementing the law".
As one of the theme forums, the "Kindergarten Management and Quality Assessment Seminar" focused on industry practices after the implementation of the "Preschool Education Law of the People's Republic of China". We specially invited 4 senior education experts, famous principals and curriculum development leaders to decode the multiple paths of kindergarten management and quality assessment based on policies and practices.

The Management and Quality Assessment Practice of Group Kindergartens Under the Perspective of the “Preschool Education Law”
Director FAN pointed out that the implementation of the Preschool Education Law has practical significance in protecting children's rights, optimizing resource allocation, and promoting educational equity. By studying the content of the Preschool Education Law, she analyzed that group kindergarten management faces challenges such as weakened foundation of kindergarten management norms, uneven distribution of high-quality resources, and lagging-behind professional development of teachers.
Then, she shared the school management strategies of the Shilou Town Central Kindergarten Education Group, including establishing a "124N+ three-force empowerment" management mechanism, using the "resources+" think tank information platform, and establishing a quality assessment mechanism to optimize group school management, improve the quality of childcare, and promote high-quality development of group schools.
Lastly, Director FAN gave a detailed introduction to the “three studies and three polishings” teaching and research cases: study and research first to make children’s development visible; focus on the key points to promote the development of kindergarten evaluation; and communicate and provide feedback with teachers during the evaluation.

Practice and Reflection on the Project Activities of Empowering Kindergartens with Digital Intelligence
Director LI discussed the integration and application of informatization, digitization and digital intelligence in preschool education, pointing out that digital intelligence is the deep integration of digitization, informatization and intelligence.
Project activities have six major characteristics: problem-driven, continuous exploration, teamwork, cross-border thinking, field investigation and results presentation; and digital intelligence technology can empower children's project-based learning activities.
The path for digital intelligence technology to empower children's project-based learning is to form knowledge or experience through the steps of information acquisition, information sorting, information output, and information verification. This process can cultivate children's logical thinking, information processing, and teamwork abilities.

The Mediating Effect of the "Three Standards" Process in Promoting Efficient Kindergarten Governance Under the Background of the "Preschool Education Law"
With the “Preschool Education Law” as the background, Director WANG deeply discussed the practical value of the "three standards" process in the efficient management of kindergartens. The "three standards" process governance is a reform and innovation of the management mechanism. It integrates the training standards, work standards, and assessment standards of kindergartens into one process content, reduces the information loss in training, operation, and assessment, and improves work efficiency and management benefits. The "three standards" process plays a mediating role between "kindergarten governance" and "kindergarten and teacher-kid development", and is significantly positively correlated to these two aspects.
Director WANG introduced several cases to demonstrate how the kindergarten can achieve refined and standardized management through the "eight-step cycle method" of the "three standards" process, effectively improve the work efficiency and sense of professional achievement of faculty and staffs, and ensure the healthy development of children.
"eight-step cycle method" is demonstrated as follows: First is to ask question - discover problems in the "training, operation and evaluation" of kindergarten teachers. Second is to read - study the laws and regulations and system documents on early childhood education. Third is to search - find logical relationships. Fourth is to extract - extract key words and phrases. Fifth is to draw - draw a flow chart. Sixth is to use - use the "three standards" process. Seventh is to adjust - adjust and optimize the process. Eighth is to evaluate - conduct self-evaluation.

DeepSeek Drives the Improvement of Early Childhood Teachers’ Artificial Intelligence Literacy
As a generative AI technology, DeepSeek has core functions such as information retrieval, text generation and data analysis. It can help kindergarten teachers obtain information such as theme activity plans, generate text content such as parent notifications, and analyze survey data such as parent satisfaction.
In the era of artificial intelligence, preschool education is changing from a binary structure of "teacher-child" to a ternary structure of "teacher-child-AI". The focus of education is shifting from knowledge to ability, and the teacher's responsibilities are shifting from teaching to guidance and companionship. The four major aspects that are teaching, learning, evaluation and management have changed accordingly.
Professor LU emphasized that in the context of our country's vigorous promotion of the "artificial intelligence +" action, the field of early childhood education should also actively follow the development trend of digitalization and intelligence. Teachers should take the initiative to seize the opportunity of transformation, strive to be smart teachers in the new era, and improve their artificial intelligence literacy.

The theme forum "Kindergarten Management and Quality Assessment Seminar" allowed us to see the innovative practices and smart explorations guided by policies. Four experts provided feasible solutions for the early childhood education industry from the perspectives of "group school management", "digital empowerment", "three-standard process" and "teacher artificial intelligence literacy".
